Q1. How many laboratories are working under CRCL, New Delhi?
Ans. Twelve different laboratories are working under CRCL . Some staff of the CRCL are also posted at GOAW, Ghazipur and GOAW, Neemuch.

Q2. What are the functions of Staff of CRCL posted at GOAW Ghazipur and Neemuch factories?
Ans. Staff of CRCL supervise manufacturing of different types of drugs and analyse opium and NDPS samples.

Q3. What is the minimum time required for testing and reporting of the samples at the earliest?
Ans. The samples are analysed as quickly as possible i.e. with minimum time required for testing and reporting. Live samples (i.e. the samples taken from consignments that are not cleared pending test report) are given priority.

Q4. Whether any Importer/Exporter can send sample directly to Revenue Laboratories?
Ans. No, the samples are drawn by the custom officers, which are then forwarded to the concerned laboratory.

Q5. How many samples can be forwarded with the single test memo?
Ans. Two samples can be forwarded with the single test memo.

Q6. What are the quantities required to be forwarded for testing of Custom samples?

Q7. How many copies of the test memo are to be forwarded along with the sample?
Ans. Two copies of test memo should be forwarded along with the sample.

Q8. What are the details mentioned on a Customs test memo?
Ans. The test memo should include the following information:-

  1. Test Memo No. with date
  2. Bill Entry No. & date / Shipping Bill No. & date
  3. Description of the item
  4. Test queries required v)Dated signature of sample drawing Custom officers & importer/exporter(or his representative)
Q9. What are the details required to be mentioned on the packet containing samples?
Ans. Following information should be mentioned on the packet
  1. Test Memo No. with date
  2. Bill Entry No. & date / SB No. & date
  3. Description of the item
  4. Dated signature of sample drawing Custom officer & importer/exporter(or his representative).
  5. Any other relevant information with the sample.

Q10. Is Retest of sample permitted? If yes, where should it be forwarded?
Ans. In case of the Department or Importer/Exporter are not satisfied with the initial test report issued by the Revenue laboratories, they may seek retest. Retest is conducted in CRCL, New Delhi.

Q11. Whether an importer/exporter is required to pay retest fee?
Ans. Yes. Prescribed retest fee is required to be paid. (Click here)

Q12. What is the procedure to deposit the retest fee?
Ans. Retest fee has to be deposited through challan in the concerned Custom House/other formation and a copy of the challan is to be forwarded to CRCL, by the Department along with the request for retest.

Q13. Whether the retest can be conduct on remnant or on duplicate?
Ans. Retest is conducted only on remnant samples. In absence of remnant, retest can be conducted on duplicate samples, the adjudicating or appellate authority may permit the same for the reasons to be recorded in writing.

Q14. Whether the Revenue laboratories are authorized to conduct the analysis of NDPS samples?
Ans. Yes, Revenue laboratories are authorized to conduct the analysis of NDPS samples. Assistant Chemical Examiners & Chemical Examiners of select Revenue Laboratories namely, Central Revenues Control Laboratory, New Delhi, Custom House Laboratory, Chennai, Custom House Laboratory, Kolkata, Custom House Laboratory, Mumbai, Custom House Laboratory, Kandla, Custom House Laboratory, Kochi, Custom House Laboratory, Goa, Central Excise & Customs Laboratory, Vadodara, Custom House Laboratory, Vishakhapatnam, Government Opium& Alkaloids Works, Ghazipur, Government Opium & Alkaloids Works, Neemuch are declared as Chemical Examiners under section 293 Cr.PC 1973 for this purpose.

Q15. What is the minimum quantity required for NDPS samples?
Ans. The quantity to be drawn in each sample for chemical test should not be less than 5 grams in respect of all narcotic drugs and psychotropic substances. In the cases of Opium, Ganja and Charas (hashish), a quantity of 24 grams in each case is required for chemical testing.

Q16. How many copies of the test memo should be forwarded with the NDPS sample?
Ans. Two copies of the test memo should be forwarded with the NDPS sample.
